One Country, One Data Standard, One Process for all - Oasys Streaming Analytics

The OASYS Team recognizes and understands the complexity of this project, requiring a solution meeting the needs of the Federal, State, and Local Governments as well as proves useful to the public, before and after their own COVID-19 testing. To empower disparate testing facilities, with different operating environments and procedures, to fulfill the reporting requirements of various levels of government, our approach provides for a variety of information capture methods, such as smart-phone apps, Web-based applications, voice-enabled automated attendants over regular phone lines, and barcode-enabled self-service kiosks.  Streaming data refinery and enrichment techniques will be used to analyze, aggregate, and enrich captured data in real-time, providing analytic exploration and reporting capabilities to support the various levels of government (e.g., tracking and planning) as well as academia (e.g., research) and the dissemination of information to the general public.

We have a Cloud based solution for Real-Time Analytics of data collected from mobile apps using voice recognition and other technologies .

Challenge Goals

Team OASYS is proposing a flexible solution capable of supporting, patients, test-administrator, lab-technician and other personnel involved in the process.  It supports multiple platform such as iOS, Android, Web, and regular landlines, and it is built with Open-Source frameworks.  The HHS Application will take advantage of native device capabilities to capture location, voice entry, barcodes scans, and wireless communication.  The application will interface with GOV-cloud, managed service for Real-Time data refinery, enrichment, and analytics.  Self-Service Business Intelligence will also be enabled for users capable of building their own data reports by subscribing to data topics managed by the data curators.


We already have developed a proof-of-concept prototype in our Alexandria, VA office.  Based on the information in the Diagnostics Design-a-thon Web site and the discussion during the questions and answers sessions, we strongly believe our prototype, as-is, offers a 60% solution and can easily be customized to meet more specific needs post-Design-a-thon.


OASYS, Inc prides itself on building applications from the user perspective.  Our user interfaces are intuitive and extremely easy to use.  In our Design-a-thon solution, we take into account the needs for the different types of users, the available technology to them, and security.

 Our design takes advantage of the different types of capabilities available from different technologies.  The take full advantage of the capabilities of Smartphones (voice recognition, GPS, camera, to name a few), Web Sites, and if the person only has a landline, we can augment their phone by using AI and Machine Learning in an automated attendant capable of understanding speech.



Smartphone Technology.  We are maximizing the hardware and operating system capabilities of the Smartphones to make data entry by the patients, easy, fast, and accurate. 

Using barcodes minimizes human errors during collection of samples, lab processing, and follow up appointments.  On the Gov-Cloud we use near Real-Time Data Streaming technology for instantaneous data refinery, enrichment, and aggregation, reporting. 

The use of Artificial Intelligence and Machine Learning capabilities in conjunction with a remote attendance capable of understanding speech and syntax, provides patients in remote areas with the ability of doing their registration over a landline. 

We envision, Mobile Test Facilities capable of responding to “Hot Areas.”  

Flexibility & Scalability

Our solution is based on Open-Source frameworks, GOV-Cloud Services, and applications developed to operate with any smartphone operating system, or Web Site.   By using a Cloud solution, we have built in flexibility and scalability to the system.  In addition, by using the GOV-Cloud we have a higher level of security when compared to regular commercial Clouds.

Sustainability & Extensibility

The OASYS Team solution is based on secure, scalable, GOV-Cloud Services, allowing us, quick and agile configuration/integration.  It is also based on Mobile development using Open Source tools and Agile frameworks (Angular/Ionic).  Our solution can be easily adapted to future needs and extend its capability using an Agile code development methodology, allowing us to add features or make changes every two weeks.

 Our design can accommodate foreign languages, and if the need arises, due to its open source baseline, it can be exported outside the U.S

Team & Collaboration

This project has been assigned to our Alexandria, VA office.  This office is headed by our Senior VP, Sal Batlle.  Sal is a native from Puerto Rico and has over 40 years of experience in the Information Technology, Data Communications and Computer Security.  Like 75% of our VA Team, he Holds a M.S. in Computer Systems Applications, specializing in Man-Machine Interfaces (user interfaces).  

Eric Tsibertzopoulos is a Senior Data Architect, Data Engineer, and Web-Developer specializing in high-scale Data Refinery, Data Visualization, Predictive Analytics, and Machine Learning. 

The Senior Functional Architect, Ken Brooks is a highly successful IT professional implementing  large scale Oracle data , BI  and  Predictive Analytics applications.

Trying to understand if there are preconditions met by other software. (In general) 1. How to collect AOEs, from ordering provider/patient/specimen collector 2. Integrate into app/LIS or other information source for patient to be married to results of IVD test device/system 3. All transmitted to public health (ELR) 4. All transmitted to HHS (may be met by 3).

Will your approach support all 4 or only portions of above for "tracking lab results"?

Do you have app, webportal or EHR based data collection and reporting? How are patient performed tests and data collected and reported?

Do you support LIS based reporting of ELR in HL7 v2.51 (per the MU IG)? For patient performed results are they routed to the physician who is required to report via electronic Case Reporting (eCR) by law? Is FHIR and V2.51 supported depending on where the reporting occurs?

How/where are LOINC, SNOMED CT and other codes systems supported in your messaging to meet requirements?

How are CLIA testing requirements met in your system?
